Abstract

The number of poor people in East Java in March 2017 compared to September 2016 decreased by 0.08 percentage points, from 11.85 percent in September 2016 to 11.77 percent in March 2017.

Based on urban and rural areas, during one semester (September 2016 s.d. March 2017) urban poor in down 0.04 percentage points, while in rural areas declined by 0.01 percentage point.

In the period September 2016 until March 2017, the poverty line increased by 3.92 percent or increased by Rp. 12,920 per capita per month, ie from Rp. 329,172 per capita per month in September 2016 to Rp. 342,092 per capita per month in March 2017. The increase of urban poverty line is higher than in rural areas. The urban poverty line increased by 4.53 percent, while the rural poverty line increased by only 3.25 percent.

Increased poverty line, including food poverty line (5.40 percent for urban and 3,50 percent for rural) and non-food poverty line (2.42 percent for urban and 2.51 percent for rural).

Based on food commodities, there are 7 commodities that contribute significantly to the food poverty line, namely rice, filter clove cigarettes, sugar, chicken eggs, chicken meat, tempeh, and tofu. The composition occurs in all areas in both rural and urban areas.

The Poverty Depreciation Index (P1) during the first semester showed a decline of 0.076 points, from 1.948 in September 2016 to 1,872 in March 2017. The decline in P1 occurred in urban areas (0.155 points), while in rural areas increased (0.024 points). Meanwhile, the Poverty Severity Index (P2) also declined 0.022 points or decreased to 0.451 in March 2017. The decline in both values, P1 and P2, indicates that the average expenditure of the poor tends to approach the poverty line and the inequality of expenditure among the poor is also narrowed.
